The railway truck in this photograph is being filled with coal ready to be lowered onto the railway track and be attached to an engine fender and provide the fuel necessary to “power up”the engine. The group of workers all seem to be wearing ordinary suits and cloth caps, not industrial clothing or safety helmets!
