The Porteur was a dredging vessel owned by the Fishguard and Rosslare Railways and Harbour Company and assisted with diving operations during the construction of the harbour.
Look closely at the image and on the middle boat you will see a diver preparing to “go below”. The boat on the right appears to have two divers already working under the water as airlines can be seen extending from the deck to below the waterline.
